This collective approach not only offers obvious economic benefits, but is also essential to the consistent interpretation and application of the central provisions. As the provincial framework in which hospitals operate evolves, the central funding process provides hospitals with much-needed support in their efforts to preserve the integrity of centrally negotiated collective agreements. The central funding process, originally launched in 1980, was intended to provide support to participating members when the language of Central Bargaining negotiation was called into question in an arbitration proceeding. It was recognized that substantial savings could be achieved if hospitals combined their resources into a central defence fund instead of defending a conciliation case individually – the annual cost of participation in central funding is generally less than the total cost of a hospital for a single day of hearings.
